8.1.4 Support to professional artists associations or unions

The MoC allocates about two million Dirhams annually to benefit active nationalistic cultural and artistic societies.


Annually, the Ministry of Culture allocates around 2.000.000 Dirham as an incentive support for the benefit of active artistic and cultural associations, who are nationally shining in both cultural and technical fields.


On annual basis, the Ministry of Culture financially support cultural and technical associations and vocational organisations, for projects annually carried out all over the Kingdom with a financial cover estimated during the last 3 years 2011, 2012, 2013 in 5.8 million Dirham whereas 2.000.000 is allocated to support national collaborative of artists.   The overall amount rising to 7.800.000 Dirham.


In the year 2014, 40 million Dirham has been allocated to support technical and cultural projects that are concerned with books, publishing, music, choreographic arts, visual and fine arts, theatre and street arts with an amount of 10 million Dirham for each field. This new approach adopts a new method for obtaining support including the submission of project proposals that will be determined by the join decisions of the Ministry of Culture, Ministry of Economy, and the Ministry of Finance.


A budget of 5 million Dirhams was allocated to support partner cultural and technical organisations, in addition to the annual support presented to the national collaboration of artists that amounts to 2 million Dirhams. Moreover, another forms of support specific to cultural and technical programs achieved by regional directorates and delegates was also presented, which falls under the framework of supporting the national program to activate cultural centres.


Largely, cultural and technical associations benefit from donations specified to support their annual programs according to enforced rules, in particular ministerial review N.7/2003 dated 26 Second Spring 1424, equivalent to 27 June 2003  in connection with the partnership between the State and the associations.


As for programs concerning the support of technical and cultural associations, in 2012, the committee selected 176 cultural associations to take advantage of the Ministry’s support, 87 of which are first time beneficiaries. This operation sought to expand the scope of benefit with focus on highlighting cultural, technical, linguistic, and geographic diversity, along with ensuring  good governance and accomplishment of projects.

As for amounts allocated to association benefited of more than 50.000 dirhams, it can be noticed that amounts decreased from 3.095.000 dirhams in 2011 to 2.030.000 dirhams in 2012whereas beneficent associations with less than 50.000 dirhams increased from 2.505.000 dirhams in 2011 to become 3.770.000 dirhams in 2012.

Accordingly, the total number of beneficiary associations added up to 159 association in 2013, with an amount reaching 5,800,000 Dirhams. That was raised in 2014 to reach 25,000 Dirhams compared to 15,000 Dirhams in 2012.


The results of support presented to cultural and technical projects in each sector including theatre, visual and fine arts, publishing and books, music and choreographic arts, have disclosed a new perspective for the advancement of cultural and technical movements. This perspective is based on transparency for cultural and technical actors to participate according to a clear and definite terms announced by the Ministry of Culture, who constitute, for the same purpose, an arbitration committee comprised of  experienced and competent figures to decide on these projects and consider theirvalue.


The 2014 support is part of a new initiative announced by the Ministry of Culture aimed at renewing the mechanisms for cultural and technical funding, within an approach intended to  advance  the fields of theatre, visual and fine arts, music, singing, choreographic  arts publishing and books, by allocating financial cover estimated at 40 million Dirhams.
